Abstract

Indonesia, also known as Bumi Pertiwi, is renowned for its stunning natural landscapes and is a major tourist destination. Topographically, Indonesia features a mountainous terrain with land transportation routes that are quite extreme at numerous points. This road infrastructure condition poses significant threats to overland transportation, especially during disasters, given that most of Indonesia is disaster-prone with a high potential for natural calamities such as floods, landslides, earthquakes, volcanic eruptions, forest fires, tornadoes, coastal abrasions, tsunamis, and others. This situation raises serious concerns regarding the national transportation map. Whenever a disaster occurs, the local economy is disrupted due to damage to land transportation infrastructure. Currently, most provincial capitals generally have one international airport, referred to as the primary airport. If the primary airport is paralyzed by a disaster, a secondary airport is required to facilitate logistical assistance access, ideally located in a relatively safe area. The presence of a secondary airport can accelerate post-disaster recovery, as land access damaged by disasters can be bypassed through air routes. This study aims to analyze and identify the establishment of a secondary airport to enhance air transportation resilience in the country. The selection of the secondary airport was conducted using the Analytical Hierarchy Process (AHP) method for each assessed variable, followed by in-depth interviews with transportation experts. Furthermore, the presence of a secondary airport will stimulate the regional development of its surrounding areas. This aligns with regional development theory, which posits that any new development will generate a multiplier effect on the surrounding region.
